The Constitution of the Republic of Kazakhstan
The Constitution was adopted in a republican referendum on August 30, 1995
Article 29
1. Citizens of the Republic of Kazakhstan have the right to health protection.
2. Citizens of the Republic have the right to receive free of charge the guaranteed amount of medical care established by law.
3. Receiving paid medical care in public and private medical institutions, as well as from persons engaged in private medical practice, is carried out on the grounds and in accordance with the procedure established by law.
Article 31
2. Concealment by officials of facts and circumstances threatening the life and health of people shall entail liability in accordance with the law.

1. Human and civil rights and freedoms may be limited only by laws and only to the extent necessary in order to protect the constitutional order, protect public order, human rights and freedoms, public health and morals
